Delvorn x402 Canary

Public x402 settlement canary on Base. Verified route: GET /api/x402/test-asset at 0.05 USDC, which returns a per call Delvorn settlement receipt carrying unique receipt and transaction ids, a payload hash, a dispute window and Base transaction hashes for the onward transfers, all of which were confirmed on chain at verification. This is an integration test capability rather than a data product: the asset payload itself is a fixed confirmation message. Base only.
